The CRD is developing a Neighbourhood Plan for the Bouchie and Milburn Lakes area, located northwest of Quesnel. The Bouchie-Milburn Neighbourhood Plan was given second reading at the Board’s June 2nd meeting after receiving input from the Agricultural Land Commission. This marks a critical step in embedding the desires and vision expressed by residents of the Bouchie-Milburn area for a more localized approach to planning in their community. The public hearing for the Bouchie-Milburn Neighbourhood Plan was held on July 12, 2023. Public comments received at the hearing will be reviewed and the plan is expected to be presented to the Board for consideration of third reading and adoption in the near future.
As the public hearing has concluded, the CRD will no longer consider any further public comments.
A Neighbourhood Plan outlines a detailed vision for future development in a relatively small area. Compared to an Official Community Plan (OCP), a Neighbourhood Plan is more specific and focused on particular topics. The Bouchie-Milburn Neighbourhood Plan will identify a strategic approach to future development, environmental issues and other land use related priorities that may be identified by the community.

How is this project being run? |
This work is being done by planning staff at the CRD. The project is overseen by the Bouchie-Milburn Steering Committee. The Steering Committee is made up primarily of Electoral Area B Advisory Planning Commission members, plus additional community members from the Bouchie-Milburn neighbourhood. The steering committee provides important advice to CRD staff on the overall direction and focus of the project. |
How long is the Bouchie-Milburn Neighbourhood Plan going to take? |
The project began with initial public engagement through 2019.
Completion of this project was delayed due to COVID-19 restrictions. The project Steering Committee wanted to ensure a safe and accessible open house be held to present the draft plan to the community. With the relaxation of provincial Public Health Orders, the project had a public open house on April 30, 2022. A public hearing was held on July 12, 2023 at 7:00 pm in the Bouchie Lake Hall.

Is this project connected to the Friends of Bouchie-Milburn Society? |
The CRD’s Bouchie-Milburn Neighbourhood Plan is separate from the Friends of Bouchie-Milburn Society and their work. The Bouchie-Milburn Neighbourhood Plan project intends to hear from all interested community members and will work with many various community groups throughout the area. |
