The Cariboo Regional District operates a number of water and/or sewer utilities for small unincorporated communities located within the Regional District boundaries.
A Connection Permit and deposit fee is required prior to the issuance of a Building Permit.
When purchasing a property within the Cariboo Regional Districts’(CRD) water or sewer service areas, or if you need to update your utility account information, you will need contact the CRD to change the information on file. BC Assessment is not able to process requests to change utility account addresses or ownership. This is important as any unpaid utility amounts are the responsibility of the property owner. Any unpaid fees related to the property; user fees for water/ sewer or both, connection charges or water turn off/on fees as of December 31 are required to be transferred to the property’s tax account. Feel free to contact the CRD at anytime if you have questions about your utility account.
If you are building a new home or installing a mobile home or adding bedrooms to an existing one you may require a permit from the local health authority if your property is not connected to a community sewer system.
The Cariboo Regional Districts Building Bylaw does not require that we obtain a record of sewage or a letter of certification prior to issuing a building permit.
It is therefore the responsibility of the owner of the parcel to ensure the private sewage disposal system is designed, constructed, and maintained in accordance with the BC Sewerage System Act.
It is the responsibility of the CRD to ensure that the building sewer is connected to a public or private sewage system. A final permit cannot be issued until the building is connected to a public or private sewage disposal system.

On November 1, 2005, B.C.'s Ground Water Protection Regulations came into force. As of that date all water wells must be constructed by, or under the direct supervision of, qualified well drillers. Pumps for water wells must be installed by, or under the direct supervision of qualified well pump installers. Registered well drillers and pump installers have identification cards issued by the Ministry of Environment.
