Understanding your tax notice |
CRD does not issue property tax notice or assessments. The province collects taxes for provincial services (e.g. school and policing) and on behalf of other organizations to raise funds for services. Often services have unique boundaries that determine who will be taxed to pay for them. Some of the organizations the province collects on behalf of are:
Each of these organizations lets the province know how much money they need to provide services for the year. The Surveyor of Taxes then determines the tax rates needed to raise the funds to pay for each service, and includes a 5.25% surcharge to fund collections. |
Taxation for CRD Services |
The Cariboo Regional District has always balanced its budget. Under the Local Government Act, the regional district is not permitted to have an annual deficit. Legally, no money may be transferred from one service budget to another. The administration of the Regional District does not operate like the Federal or Provincial Governments, where there is a general revenue to redistribute to others. The taxes you pay for one regional district service go directly to that service alone. The CRD provides tax information to the Surveyor of Taxes for the local government services provided within the region. Most of the items listed under "Local Services" on your annual tax bill are collected for the CRD. Exceptions include the BC Assessment Authority tax and the Municipal Finance Authority tax. Most of our regional services are grouped together and identified under the line "Area (--) Cariboo". Regional services include administrative services, bylaw enforcement, general government, grants-in-aid, regional land use planning, rural refuse, solid waste management, and weed control. Except for library services, all taxes are collected on both the assessed value of land and buildings. Library tax, found under the line “Area (--) Library” is the only service where tax is calculated on the assessed value of your buildings. Where services are provided to a specified area, such as fire protection, a separate line item is shown under the “Local Services” heading. For certain services, taxes are collected through a parcel tax. These fees are a designated amount, charged to every parcel connected, or able to connect, to the service described. You can see these charges under the “Parcel Tax” heading and the line item indicates the service. |
Taxation for Regional Hospital District |
The Cariboo Chilcotin Regional Hospital District provides funding to health authorities to build hospitals and purchase equipment. Regional Hospital District tax is identified under the line “Cariboo-Chilcotin Hospital.” The largest project underway is the Cariboo Memorial Hospital upgrade, which will result in the development of new clinical and support spaces that will be constructed in a new expansion and in renovated space on the existing Cariboo Memorial Hospital site. This includes the emergency department, medical/surgical inpatient units, maternal care and women’s health, mental health and substance use inpatient unit, pharmacy services and University of British Columbia faculty of medicine academic space. This project is scheduled to be completed in 2029. |
Property Assessment Information |
The BC Assessment Authority is mandated to oversee all property assessments in the province. The Cariboo Regional District determines a budget required to operate each service. Based on the assessment information, the regional district establishes an annual tax requisition to collect required taxation. Visit BC Assessment to look up property assessments and learn more about their processes. Property assessments do not impact parcel tax rates, which are set solely by the regional district.
