Xatsull and Williams Lake First Nations impart the importance of archaeological sites for heritage conservation
The Board was presented with extensive information about the benefits and needs for indigenous heritage conservation by representatives of the Xatsull First Nation and Williams Lake First Nation. Representatives of the Nations discussed the importance of protection and conservation of cultural heritage sites in the Cariboo Regional District and encouraged the development of a cultural heritage protection policy. Members of the Board discussed the importance of heritage conservation efforts in the regional district, along with a need to better define and understand the regional district’s role in these efforts.
Funding to buy equipment for South Cariboo wound care clinic approved
$28,470 has been approved by the CCRHD Board, which will go towards the purchase of 3 Activac Machines for the wound care clinic in the 100 Mile General Hospital. The South Cariboo Health Foundation has been pursuing funds to support the purchase of this equipment, which will improve the ability of the hospital to serve the South Cariboo area. Funding for this grant is allocated from CCRHD’s Foundation Partnership Grants program, which provides up to $100,000 a year to hospital foundations’ healthcare fundraising efforts.
Agricultural Land Commission Delegation
Jennifer Dyson, Chair and Kim Grout, CEO attended to update the Board on application and planning processes and discuss how the ALC interacts and collaborates with communities in the administration of the ALR. The delegates committed to participate in a more in-depth workshop with the Board during a future Committee of the Whole meeting.
Agricultural Development Advisory Committee updates Board on its work
Christa Pooley, Chair of the Cariboo Agricultural Development Advisory Committee (ADAC) presented the committee’s annual report to the Board. In addition to the completion of these significant projects, ADAC has also offered consultation to the CRD on matters such as: provincial meat processing regulation, ALR/ALC residential flexibility, request for support from KPU Institute for Sustainable Food Systems Extension Services. Established in 2018 through the North Cariboo Economic Development Function, ADAC’s role is to advise the Board on matters referred to ADAC respecting agricultural development in the region. The top 3 strategic plan recommendations in 2018, when the committee was established, were: a Regional Agri-food Center, an Agriculture Education Program, and the development of an Agriculture Area Plan.
Changes to Director’s remuneration approved for 2023
The Board has approved an increase to the remuneration it pays to its elected directors. Under the proposal, Director’s base salary will be increased to $28,900, and reimbursement for travel expenses will be aligned with the Government of Canada’s travel policies for its employees. The net impact of this change is estimated to be $2.24 per $100,000 of residential assessments. This marks the first time in twenty years where Directors have agreed on the need to change their remuneration structure. The required bylaw amendments will be brought to the next Board meeting for reading and adoption.
The change was highlighted as necessary to enable participation by parents, workers, and people from diverse backgrounds in the pursuit of elected office in the regional district. Several directors highlighted a desire to see elections for office because of residents being interested and motivated to pursue it, and cited the 2022 elections as indicative of the need for change. In 2022, only four electoral areas saw an election occur, while 8 directors were acclaimed due to a lack of nominated candidates. Compared to 2018, this was an increase of 3 total directors who were acclaimed, and historically there has generally been an equal number of candidates elected and acclaimed.
Prescriptive method adopted for new Energy Step Code requirements
Energy advisors won’t be required to construct new buildings in the regional district’s building inspection service area. Under recently approved changes to the Regional District’s building bylaw, a prescriptive construction option available under the building code will be used as an alternative to the default performance based requirement, which would have required the use of energy advisors in the design and construction of new buildings. These changes will take effect on May 1, 2023 for any new construction; renovations to existing buildings will be exempt from requirements under the Energy Step Code.
Community Works Funding supports Roe Lake Community Hall solar project
The Board approved $50,000 to install solar panels at the Interlakes Community Centre, a project of the Roe Lake and District Recreation Commission. The $50 000 investment comes from the 2023 Solar Panels envelope of the Community Works Fund, which has supported several other community halls receiving regional district funding.
