Happy Holidays from the CRD
The Board of Directors and staff wish all residents of the Cariboo Chilcotin a Merry Christmas and a Happy New Year! The CRD offices in Williams Lake, 100 Mile, and Quesnel will be closed for the holidays from Monday, December 26th through to Monday, January 2nd. Our offices will re-open on Tuesday, January 3rd. Library hours will vary – please contact your community library for their holiday hours.
Solid Waste Management Plan Update
At the December 8 Committee of the Whole Meeting, the CRD’s Solid Waste Management Coordinator provided a progress report on the updates to the Solid Waste Management Plan. The Plan is a legal requirement under the Environmental Management Act, and will direct the CRD’s future works and programs for solid waste services.

2022 Agricultural Area Plan endorsed
Upland Agricultural Consulting presented the 2022 Agricultural Area Plan, which was endorsed by the Board. The plan seeks to strengthen and enhance the CRD’s current policies and programs supporting regional agriculture and identify opportunities to strengthen the long-term viability of agriculture throughout the region. Funding approved for Performances in the Park
Performances in the Park events in Williams Lake will be receiving funding from the CRD following approval by the Board. $22,000 will be provided over the next three years through a service agreement with the Central Cariboo Arts and Culture Society, which organizes and plans each event, and the City of Williams Lake, which provides the facilities.
At the request of the Central Cariboo Joint Committee and CRD Board, staff will also be investigating the use of the Cariboo Memorial Recreation Complex for those events scheduled during inclement weather or poor air quality due to wildfire smoke. This would support the deliver of the event during times when health and safety risks would otherwise require the event to be cancelled.
Proposed Zoning & OCP Amendments
The Board considered two applications with proposed land use bylaw changes, which would enable the subdivision of large properties to support housing development. While the Board may consider land use bylaw applications, the final approving authority for subdivisions rests with the Ministry of Transportation and Infrastructure.
An application for 5536 Birchwood Road, Area H to change the zoning and land use designation from Resource/Agricultural to Rural Residential (RR2) was given first and second reading. The Board also waived its policy on minimum parcel size for ALR adjacent properties. This proposed land use amendment would enable a future four-lot subdivision to proceed, with three lots being created alongside an agricultural property. Further consideration is subject to a public hearing being held, registration of a covenant on title to support compliance with the CRD’s Shoreland Management Policy, and requirements for fencing and land use buffering.
An application for 6670 Tatlayoko Rd, Area J to change the zoning from Resource/Agricultural to Rural Residential Special Exception (RR 1-3) was given first and second reading. This application would enable a two-lot subdivision to proceed. Further consideration is subject to a public hearing being held and a covenant being registered on title to support compliance with the CRD’s Shoreland Management Policy.
South Cariboo Regional Airport seeks BCAAP funds
The CRD will be submitting an application to the BC Ministry of Transportation and Infrastructure’s BC Air Access Program (BCAAP). An application for up to $2 million will be submitted to complete a pavement overlay on the runway to address an aging and deteriorating surface.
While the overall cost of the project would be just under $4.49 million, BCAAP grant funding is capped at a maximum of $2 million per project. If grant funding is approved, the remaining costs would be sourced from airport capital funding reserves, any additional grants that are available, and short term borrowing.
Quesnel Community Foundation to receive $40,000
The Board has approved $10,000 annually in grants of assistance to the Quesnel Community Foundation for the next four years. Funding is coming from Areas A, B, C, and I, and is shared between each area based on population.
This supports a streamlined process for community groups serving the Quesnel area. Fundraising efforts can be focused through the Foundation, reducing the time spent by community groups seeking funding for their activities.
Renewal of Pacific Coastal Airlines airport use agreement
The CRD is renewing its agreement with Pacific Coastal Airlines, allowing for continued passenger flights from the Anahim Lake Airport. The agreement establishes a fixed fee for Pacific Coastal’s use of the airport and ancillary facilities.
Grants for assistance to support community initiatives
New wireless tower approved for Watch Lake
A new wireless communications tower at 6303 Pioneer Road in Watch Lake received the Board’s consent to proceed further in the approval process. If constructed, it would provide wireless broadband services to residents of Watch Lake and the north end of Green Lake, south of Highway 24.
