Adoption of Minutes
The minutes of the May 28, 2021 CCRHD Board meeting were received and adopted.

Adoption of Minutes
The minutes of the Cariboo Regional District Board meeting held May 28, 2021, were received and adopted.
Delegations
The Delegations Memorandum of Business was received.
Jada Basi, Principal, CitySpaces Consulting Ltd., joined the meeting via teleconference, to present the final Central Cariboo Housing Capacity and Gap Analysis Report. The report was referred to the Committee of the Whole for further consideration.
Victoria Smith, Director Strategic Initiatives, Rogers Communications, joined the meeting via electronic means, to talk about Roger's recent tower upgrades and learn more about our region's connectivity needs and how Rogers might be able to help.
Planning Bylaws
Planning Bylaws BL 5326 (Area F) was given first reading and second reading with adoption subject to the applicant entering into a covenant to ensure compliance with the CRD Shoreland Management Policy with respect to sewerage disposal and riparian protection and with the cost of registration of the covenant borne by the applicant.
Planning Bylaws BL 5327 and BL 5328 (Area L) were given first reading and second reading with adoption subject to the applicant entering into a covenant to ensure compliance with the CRD Shoreland Management Policy with respect to sewerage disposal and riparian protection with the cost of registration of the covenant borne by the applicant.
Planning Bylaws BL 5317 and BL 5318 (Area L) were given second reading and the motion to adopt was defeated
Planning Bylaw BL 5331 (all electoral areas) was given three readings and adopted.
Development Variance Permit Applications
The application for a Development Variance Permit pertaining to 6597 Fallsway Road was rejected.
Agricultural Land Commission Applications
The Provincial Agricultural Land Commission application for subdivision within the Agricultural Land Reserve, pertaining to 5289 Quesnel-Hixon Road was received and authorized for submission to the Provincial Agricultural Land Commission with a recommendation for approval, subject to rezoning.
Development Services – Other Business
An agenda item summary regarding Notice on Title - Part NW1/4, District Lot 2964, Lillooet Land District, Except Plan 21982, & EXC PL 23695, was received and the Manager of Corporate Services directed to file Notice in the Land Title Office, in accordance with Section 57 of the Community Charter. Upon confirmation from the Chief Building Official that the matter has been resolved and an approved final inspection issued, the Notice may be discharged from the title upon receipt of the fee stipulated in the Building Bylaw.
The Provincial Agricultural Land Commission Decisions Report as of May 18, 2021, was received.
Environmental Services
An application from property owners at 4118 Lac La Hache Station Rd. for an extension of the Lac La Hache water system, was received with direction that the Cariboo Regional District enter into the appropriate legal agreement with the property owners for the extension. And that the necessary service area boundary amendment bylaw be brought forward at an upcoming meeting.
Finance
The Monthly Expenditures Board Summary Report and Mastercard Summary Report for the month of May 2021, in the amount of $1,171,939.65, consisting of $49,451.73 paid by cheque, $1,057,469.22 paid through electronic funds, and $65,018.70 paid by Mastercard, was received and ratified.
The Cariboo Regional District 2020 Statement of Financial Information was received and approved for release to the Ministry of Municipal Affairs.
An update regarding the CRD 2020 UBCM Community Works Fund Expenditure Report was received.
Library
The annual report of library use statistics was received. CRD libraries had a total circulation of 119,855 with 243,148 physical items in the collection during 2020.
Administration
The process for requesting meetings with provincial government representatives for the 2021 UBCM convention was received and approved by the Board.
Board Reports and Correspondence
Twelve consent calendar items, as of June 18, 2021, were received.
Committee/Commission Minutes and Recommendations
The minutes of the North Cariboo Joint Advisory Committee meeting, held May 18, 2021, were received.
The minutes of the Central Cariboo Rural Directors Caucus meeting, held May 26, 2021, were received.
The minutes of the Solid Waste Management Committee meeting, held May 27, 2021, were received.
The minutes of the Solid Waste Management Committee meeting, held June 3, 2021, were received.
The minutes of the South Cariboo Joint Committee meeting, held June 10, 2021, were received
An amendment to the South Cariboo Recreation function 2021 financial plan to enable remediation work at the South Cariboo Recreation Centre, was received and approved. $60,000 was allocated for this work and the transfer to capital reserves for 2021 reduced to accommodate this cost.
Invitations
Correspondence from the Union of BC Municipalities, dated June 8, 2021, inviting Electoral Area Directors and alternates, RD Chairs and RD staff to attend a virtual session on June 28 with UBCM EA Representative, Director Grace McGregor, to discuss potential platforms for ongoing communication, was received.
Bylaws for Consideration of Three Readings and Adoption
Cariboo Regional District Security Issuing (Lac La Hache Fire) Bylaw No. 5332, 2021 was read a first, second, and third time and adopted.
CAO Report
The report from Chair Margo Wagner, for the period up to and including June 16, 2021, was received.
Directors’ Roundtable
Director Bachmeier appointed William Caine to the Area B Advisory Planning Commission and Elaine Ross to the Bouchie Lake Recreation Commission.
Director LeBourdais appointed Carla Krogan to the Area F Advisory Planning Commission.
Director Macdonald appointed Barb Matfin to the Alrea L Advisory Planning Commissio
