Cariboo Chilcotin Regional Hospital District Board Highlights

Adoption of Minutes

The minutes of the April 16, 2021 CCRHD Board meeting were received and adopted.

Reports and Correspondence

Eleven items were received to the Hospital Board Consent Calendar.

Capital Project Updates

Two (2) Interior Health Authority Capital Projects and Planning Status Reports were received – a fiscal year-end summary and the April 2021 report.

Northern Health’s funding request ($900,000) for the creation of a Business Plan for new and replacement Long-Term Care and Dementia Care beds in Quesnel, was received, with direction that that the necessary capital expenditure bylaw be brought forward to the Board at its June 18, 2021 meeting for consideration of three readings and adoption.

Recruitment RFP Update

A verbal update was provided by Chair Simpson on the status of the Recruitment RFP.

Agendas and Minutes

Adoption of Minutes

The minutes of the Cariboo Regional District Board meeting held May 7, 2021, were received and adopted.

Delegations

Ellen Petticrew, Department of Geography, Earth and Environmental Sciences, University of Northern British Columbia and Quesnel River Research Centre, joined the meeting, via teleconference, to talk about the impacts of the Mount Polley mine spill on Quesnel Lake.

Jeff Mycock, Chief Forester, West Fraser, joined the meeting, via teleconference, to talk about alternate forest practices as part of their intensive forest management.

Planning Bylaws

Planning Bylaws BL 5324 and 5325 (Area A) were given first reading., with second reading subject to a thorough site identification investigation in accordance with the provincial Contaminated Sites Regulation.

Planning Bylaw BL 5310  (Area A) was given third reading.

Planning Bylaw BL 5304 (Area D) was given third reading  and adopted.

Planning Bylaws BL 5208 and 5209(Area L) were adopted.

Development Services – Other Business

The Provincial Agricultural Land Commission Decisions Report as of May 18, 2021, was received.

Community Services

A proposed aircraft hangar construction and occupancy license agreement between the Regional District and Bella Coola Heli Sports, to enable development of a private hangar on the Anahim Lake Airport property at an annual fee of $3,903 plus applicable taxes, was received, with  the appropriate signatories authorized to enter into the agreement.

Miocene Community Hall’s application to Northern Development Initiative Trust’s Community Places stream for $30,000 to replace the floors in the hall, was received, with the grant application supported.

An update to the 108 Greenbelt 2021 business and financial plans to include a project for removing a water control structure and upgrading a section of the 108 Lake Trail, was received, with the business and financial plans to be amended to include the project, subject to confirmation of the final design and cost details.

Finance

A motion to approve a Grant for Assistance Application from the Tatlayoko Field Station Society, requesting $1,000 from Area J Grants for Assistance funds to support a pilot project to conduct owl banding at the Tatlayoko Lake Bird Observatory, was moved by Area J director Gerald Kirby and approved by the Board.

The 2021 Cariboo Regional District First Quarter Financial Reports, were received.

Board Reports and Correspondence

Five consent calendar items, as of May 28, 2021, were received.

Directors’ Roundtable

Director Richmond rescinded the appointment of Lee Hansen and nominated Pat Corbett to the 108 Greenbelt Commission.

Director Bachmeier appointed Peter Van Leusden to the Parkland Recreation Commission.

Chair/CAO Report

The report from Chair Margo Wagner for the period up to and including May 27, 2021 was received and ratified.
