Virginia Gilbert, an elder from the Williams Lake First Nation, opened the Inaugural Meeting with a welcome to the traditional territory of the Secwepemc people.
Election of CRD/CCRHD Chair & Vice-Chair
Each Director took their oath of office, made to Corporate Officer Johnston, and assumed their respective offices.
The Cariboo Regional District (CRD) Board has elected Director Margo Wagner (Area H) as the Chair of the Board, and Director John Massier (Area C) as Vice-Chair. The term will expire next November.
The Cariboo Chilcotin Regional Hospital District (CCRHD) Board has elected Director Al Richmond (Area G) as Chair of the Regional Hospital District, and Director Mary Sjostrom (Area A) as Vice-Chair. The term will expire at the January 13 CCRHD Meeting.
Healthcare Funding Requests
G.R. Baker Ultrasound Replacements – Bylaw 201 was adopted, authorizing $212,800 to be provided to Northern Health for new ultrasound equipment.
The Board has tentatively approved funding for Northern Health’s Wireless Equipment Upgrades ($3,120) and Phase 2 of the InCare Project ($154,440). Required bylaws will be reviewed at the next CCHRD Meeting.
Grant Applications
- CRD – Application authorized for $20,000 to Northern Development’s Business Façade Improvement Program.
- Cariboo Ski Touring Club – The Board will be supporting an application to Northern Development for $30,611 for trail upgrades at the Hallis Lake Cross Country Trails. This project will support preparations for competitions, including the 2024 BC Winter Games.
- Nimpo Lake Community Association –Approval for up to $8,000 from the CRD’s Gas Tax Fund for an on-demand hot water system at the Community Hall.
- CRD Volunteer Fire Departments – Staff were authorized to submit applications for each rural fire department to UBCM for up to $30,000 each for equipment and training funds.
Central Cariboo Arts & Culture Society Grants
The Board approved $84,500 in grants supporting Arts & Culture activities in the Central Cariboo:
- Museum of the Cariboo Chilcotin – $38,000
- Station House Studio and Gallery Society – $22,500
- Community Arts Council of Williams Lake – $5,000
- Horsefly Historical Society (Horsefly Pioneer Museum) – $4,000
- Likely Chamber of Commerce (Cedar City Museum) – $4,000
- 150 Mile Greenbelt, Trail & Heritage Society (150 Mile Schoolhouse) – $3,000
- Scout Island Nature Centre (Art in Nature / Nature in Art) – $2,500
- Women’s Contact Society (Williams Lake Children’s Festival) – $2,000
- Cariboo Festival Society (Cariboo Festival) – $1,500
- Williams Lake Studio Theatre – $2,000

- 4000 Cariboo Highway 97, Lac La Hache – 1st & 2nd Reading for Area OCP & Rezoning from General Commercial (C1) to Special Exception R2-3 Zone.
- 5131 Cariboo Highway 97, Central Cariboo – Adopted Rezoning from Resource/Agricultural to Rural 1 (RR1).
- 7736 High Country Road, South Cariboo – Adopted Rezoning from Tourist Commercial (C2) to Special Exception Commercial C2-26.
- 1381 Sam Toy Road, Quesnel Fringe Area – Adopted Area OCP & Rezoning from Institutional (P) to Service Commercial (C4).
- 6252 Banks Road, Area L – non-adhering residential use application authorized for submission to the ALC.
- 2750 Bradley Creek Road, Area H – Temporary Use Permit 20180051 was extended for 3 years, permitting outdoor recreational uses & events.
- Vacant Lot on Duncan Road, Area B – Temporary Use Application was deferred on receipt of additional information; staff asked to obtain further information.
- 4858 Pierreroy Cres., 108 Mile House – Following a previous public meeting, a covenant on title was authorized for removal, allowing accessory buildings.
