Summary:
The proposed project will be a technical exercise reviewing all the existing zoning and rural land use bylaw documents to demonstrate the efficiencies which could be achieved should the Board and community support a future consolidation of our six land use (i.e. zoning) bylaws. There is no intention of changing the existing permitted land use or density on properties through this project. The intent is to identify duplicate and redundant zones across our six land use bylaws, and a review of all form letters associated with rezoning procedures to prepare for a future consolidation of documents. The reviewing process will include a study tabulating and comparing each zone and related regulations to identify duplicate and redundant regulations. A review of all the internal procedures including template letters and documents will be conducted to recommend and develop new templates and letters in plain language, with reference to a future single zoning bylaw.
Property zoning tables will be transitioned to mapped zoning schedules. For clarity, this is not a zoning map update, but a transition in the way individual property zones are displayed for the public. Property listings will be individually reviewed and cross-referenced to our mapping program. Zones will be assigned to the mapping system and pdf schedules will be developed to append to existing land use bylaws, or prepared for a future consolidated bylaw.
The Region's twelve Advisory Planning Commissions (APC) will be consulted and collaborated with on this consolidation review project. Generally, this entails three sub-regional (north, central, south) meetings. For public engagement, specific webpage will be developed along with public handouts for the project. Emphasis will be placed on no land use changes, but a study to recommend future consolidation opportunities. See Appendix D for more details on project deliverables.
