Solid Waste Management Plan

The Cariboo Regional District’s updated Solid Waste
Management Plan (SWMP) was approved by the Ministry
of Environment and Parks in March of 2025. The SWMP
directs how solid waste will be managed in the region for
the next decade. Its development was informed by two
public consultation rounds and guided by the Solid Waste
Advisory Committee. The Committee was comprised of
interested residents, First Nation representatives,
environmental organization members, industry
representatives, and local government staff.

The plan update provides a long-term vision of
how the CRD will manage solid waste in accordance
with the pollution prevention hierarchy, as required
by the BC Ministry of Environment and Climate Change
Strategy. The SWMP Update includes the following strategies:

  1. Diversion and Reuse Hubs
  2. Multi-unit Building Recycling
  3. Commercial Recycling
  4. Curbside Garbage and Recycling
  5. Food Waste Prevention and Divert Food Scraps
  6. Landfill Disposal Ban
  7. User Pay
  8. Resource Recovery
  9. Residual Management
    1. Disaster Debris and Hazardous Waste Management
    2. Landfill Criteria Review
    3. Attended Site Development
    4. Modifications to Rural Sites

How did the plan get approved?

The updated plan draft was presented to Municipal Councils in Fall 2023 before being presented to the Region’s District’s Board of Directors for approval on December 8, 2023. The plan was submitted to the Minister of Environment and Climate Change Strategy for review and approval on December 22, 2023, and was approved on March 6, 2025. 

The Solid Waste Management Plan will set forth waste management objectives to be achieved through the implementation of the waste reduction initiatives in the final plan. These initiatives will be implemented over the next ten years, meaning some services will be initiated sooner than others, while others will be subject to further consideration and planning prior to implementation.
